Интернет предлагает огромное количество многообразной и многоформатной информации, но, основанные на Гипертексте, поисковые устройство не обеспечивают сами по себе никакого механизма для структуризации процесса обучения. Структуризация должна обеспечиваться "живым" преподавателем через оценки. Такие оценки могут лишь дополнить отложенную обратную связь.

Поэтому обучающая система, основанная только на Гипертексте, зависит от мотивации обучаемого. Тем не менее, Гипертекст – это очень мощный инструмент и в соединении с традиционным принципом Экспертных Систем, объектной ориентацией и учетом Человеко-компьютерного взаимодействия, как это предложено в описанной структуре, он может послужить базой для Интернет-основанной расширяемой ИОС.
